Brent Billingsley joined Pinal County as Director of Community Development in January 2022.

Brent is a seasoned professional with over twenty-five years of experience across a broad range of public works, transportation, utilities, community planning, transit, air quality, economic development, and environmental responsibilities and projects. As Community Development Director at Pinal County, he has the pleasure of guiding a leadership team that is striving to be an industry leader in the provision of development services. Since starting with Pinal County in January of 2022, he has focused on modernizing and enhancing the County’s policies, practices, and partnerships.

Brent’s professional repertoire includes project management, public works administration, transportation planning, community development, transit, utility management, economic development, floodplain administration, construction management, and environmental clearance documentation. He is a speaker on the topics of rural transit, project management, community development, SMART technologies, rural infrastructure finance, municipal management, leadership, and the National Environmental Policy Act (NEPA).

He is a graduate of Northern Arizona University (NAU), the Arizona State University Management and Leadership Institute, and the University of Arizona Eller Executive Education Southwest Leadership Program. Brent is a member of the American Institute of Certified Planners (AICP) and is an ASFPM Certified Floodplain Manager (CFM). He is also the proud father of daughters Cecilia and Sophia.
