West Pinal PM10 Nonattainment Area
This webpage is dedicated to the West Pinal PM10 Nonattainment Area of Pinal County.

West Pinal Nonattainment Area
In 2012, the U.S. Environmental Protection Agency (EPA) designated a large portion of Pinal County as a moderate nonattainment area for particulate matter pollution, also known as PM10, due to monitor violations of federal air quality standards for particulate matter. In 2020, EPA redesignated the nonattainment area to Serious due to ongoing PM10 exceedances.
The ground disturbance caused by construction activities, general earthmoving activities, and windy conditions result in particulate matter emissions. The construction rules were needed in order to achieve emission reductions for the West Pinal PM10 Nonattainment Area.

Please download, complete and save the dust permit application and submit it either online (at Dust Permit Access) or in-person (see office locations on this page).

West Pinal Nonattainment Area Construction Certification Requirements & Quizzes
Basic Dust Control – All permitted worksites located in the West Pinal PM10 Nonattainment Area shall have water truck drivers, water-pull drivers and site superintendent or other designated on-site representative of the permit holder present at site successfully complete a Basic Dust Control Training (renewable every three years) conducted and approved by the Control Officer. The above mentioned workers must have a current Pinal County Basic Dust Control Certificate readily accessible onsite.
Comprehensive Dust Control – All permitted worksites equal and greater than 5 acres located in the West Pinal PM10 Nonattainment Area are required to have a Dust Control Coordinator (DCC) onsite at all times during primary dust-generating operations. The DCC must have a current Pinal County Comprehensive Dust Control Certificate (renewable every three years) readily accessible onsite.

To complete the training and receive a certificate you must answer all of the questions in the quiz. To pass the Basic Dust Control quiz, answer at least 7 out of 10 correct. To pass the Comprehensive Dust Control Quiz, answer at least 10 out of 13 correct.
