In 2019, Pinal County was designated an urban county under the U.S. Department of Housing and Urban Development Entitlement Program. Under this program, Pinal County is allocated funding under the CDBG, HOME, and ESG programs. Funding is provided if the County submits a five year consolidated plan, an annual action plan, an analysis of impediments to fair housing plan, a citizen participation plan, and a consolidated annual performance and evaluation report.

- What is a Consolidated Plan?
The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from Housing and Urban Development (HUD).
