Real Property
Real Property acquires and disposes of all property rights for Pinal County’s many needs. This includes purchasing and selling land and/or buildings, leasing (whether we are the landlord or tenant), extinguishing or abandoning of easements as requested by constituents, and assisting the public and other public agencies with real estate-related questions.
We do not handle permitting or utilities within our ROW. We cannot give information on legal access. Please refer to a title company.

- Site plan dedications
The Pinal County Public Works Real Property Department is responsible for the disposal or sale of excess land owned by Pinal County. Surplus land for sale may include various structures, office buildings, vacant land, undeveloped land, and more. EXCESS LAND NO LONGER IN USE BY THE DEPARTMENT WILL BE SOLD VIA PUBLIC AUCTION.

The Real Property group acquires all property needed for Transportation, Flood Control, and other misc. Projects. If necessary, Real Property will contract with a Right of Way consultant firm to handle projects that have many acquisitions and/or any relocations.
Steps required for any projects involving federal funding are described in the Federal Highway Administration (FHWA) Brochure.
One of Real Property’s responsibilities is leasing for the entire County, whether it be as a landlord or as a tenant. Once a lease has been signed by everyone, Facilities takes over all move-in and move-out responsibilities.
When our Planning Section determines that a developer needs to dedicate property for site plan approval, Real Property will process that dedication.
The Pinal County Real Property Department is the administrator for Roadway Abandonments of the certain county-owned right of way or federal patent easements.
The process begins with the property owner(s) completing the Initial Information Sheet for Abandonment. Once the information sheet is received, the Property Coordinator will prepare the case for review and forward it to the Pinal County Engineering Department. The case is studied and either recommended to proceed with the process or denied.
The Property Coordinator will contact the applicant and explain the process in detail. An abandonment approval and document packet are emailed to the applicant for completion. Local utilities identified in the area are granted a 30-day period to respond to a request for conflict. Upon clearance, a $300 abandonment fee is required. Additionally, the applicant is responsible for advertisement reimbursement fees (varied amounts depending on the newspaper), and contracted surveyor fees (the applicant arranges for this after certain requirements are met).
- The right of way identified in the abandonment gets posted with a Notice of Public Hearing sign to give the neighboring public notice.
- Final approval of the Road Abandonment may take up to six (6) months from the date of the application submittal due to the coordination with the Pinal County Board of Supervisors (BOS) monthly scheduled formal meetings.
- Once approved by the BOS, a recorded copy of the Board’s Resolution will be emailed to the applicant.
- The Pinal County Assessor Office is then notified of the approved abandonment. The unassessed portion will now be added to the taxable area, which may increase the total tax liability.
